Is Dashcam illegal in Sweden!?

NO!! Supreme Administrative Court considers that dashcams is not count as video surveillance and there with not covered by surveillance law.

The camera will be mounted on the windshield in a car or on a bicycle handlebar, ie the driver of the vehicle’s immediate vicinity. The driver must start and stop the camera and decide what is to be filmed by controlling the vehicle. All operating the camera should therefore be at the site. There is therefore no question of a surveillance camera in the surveillance camera law, and no permission is not required. The appeal should be dismissed.
